Ex-social worker pleads not guilty to pay scam

A former Orange County social worker who allegedly taught at Cypress College during county work hours pleaded not guilty Monday to felony theft charges.
Carlos Sandoval, 36, of Fountain Valley is accused of taking $28,000 in pay for hours he didn’t work during a nearly two-year period. Sandoval told supervisors he was working in the field while he was at his second job, prosecutors said.
Sandoval teaches psychology at the college, where he has tenure, authorities said.
