Riverside County desert communities are some of the fastest-growing areas in the state, a newly released study shows. The 1986 City Growth Index issued by the Center for Continuing Study of the California Economy placed Palm Desert and Indian Wells second and third respectively. Lake Elsinore ranked 11th in growth. Irvine, in Orange County, topped the list for the second year in a row. The report is based on 25 indicators, including population and economic growth.
