Hawthorne Imposes Ban on Building

The Hawthorne City Council has imposed a 45-day building moratorium on an area that will be in the southeast quadrant of the San Diego-Century Freeway interchange when the interchange is completed.
Council members said the moratorium will give city staff time to study how the four-level interchange might affect the area bounded by Felton Avenue, 116th Street, the San Diego Freeway and 120th Street.
Residents at the council meeting said they feared the moratorium would be the first step toward rezoning the area of mostly single-family homes for commercial development.
