Steve Howe will get a chance to plead his case to Fay Vincent before the commissioner decides on the length of the New York Yankee relief pitcher’s latest drug-related suspension.

The appeal was presented before arbitrator George Nicolau, who asked the commissioner to define the length of the suspension.
