EMA’S HGO: County officials have long admired H. George Osborne--HGO, they call him--for his 42 years of government service as an engineer and, later, as the first director of the Environmental Management Agency. The EMA is now in its own building at the Hutton Centre, and county supervisors this month named it after Osborne. . . . At 76, he’s still active with county water agencies. Says HGO: “I was numb, but I was honored. I did ask if this would mean a free parking pass.”
