* Alan Puzarne was appointed regional vice president for FHP Health Care, overseeing business operations from the San Fernando Valley north to Tulare County while working out of FHP administrative offices in Van Nuys.
Before joining FHP in 1986, Puzarne was executive director of Therapeutic Living Centers for the Blind in Reseda.
* Michael A. Russell has joined Plasma and Materials Technologies Inc. as vice president of finance and administration and as the company’s chief financial officer.
The Chatsworth-based company also announced the appointment of Russell E. Douglass as vice president of operations.
PMT is a private company that develops, markets and sells plasma equipment and process control instruments to the semiconductor industry.
* George Fischer has been appointed vice president of engineering and operations at Voice Powered Technology International Inc.
Fischer was formerly technical director at the Canoga Park-based company, which manufactures and markets portable voice recognition electronic products including VCR timing devices.
