* PERSHING SQUARE: The public is invited to celebrate the opening today of the revitalized “town square,” featuring the newest addition to L.A.’s skyline--a 125-foot purple bell tower. The free festival will feature circus workshops for children, a variety of foods and nonstop entertainment at 5th and Olive streets from noon to 5 p.m.
* GUEST HOUSES: The Whittier City Council will consider guest house restrictions aimed at preventing neighborhood overcrowding and reducing the number of illegal apartments. The meeting is 7:30 p.m. Tuesday in City Hall, 13230 E. Penn St.
